There is no official “Jellyfin Cloud” subscription sold by the Jellyfin project. The useful comparison is between a subscription or managed cloud media service—where another provider owns much of the infrastructure—and running Jellyfin yourself on hardware and storage you control.

A managed provider moves some hardware and network failure handling outside the home, but the user still needs an independent copy of irreplaceable media and must understand the provider's backup and account-recovery terms.
